海洋委員會海洋保育署(以下簡稱海保署)於109年參考國內外文獻與我國鳥類名錄，總結目前我國應有84種海鳥，並自110年起持續盤點全臺海鳥族群及調查，113年起則規劃燕鷗保育平台機制，希冀提升保育行動推動成效，爰本計畫將透過監測調查及分析，完善海洋保育類野生動物的評估，進行海鳥保育類名錄檢討，並精進燕鷗保育平台管理策略，強化海鳥保育行動網絡，促進各地主管機關與在地團隊間合作，共創保育多贏局面。此外，考量近年禽流感疫情及海鳥因大尺度時空遷徙而面臨的較高感染風險，本計劃將執行相關監測項目，以應對全球氣候變遷及生物遷徙帶來的疾病風險。另透過歷年海保署海鳥計畫成果及本計畫之執行，作為保育行動發展基石，加強與國際交流，藉此彰顯我國國際保育地位。
英文摘要：
The Ocean Conservation Administration (OCA) of the Ocean Affairs Council, hereafter referred to as the OCA, conducted a review in 2020 based on both domestic and international literature as well as Taiwan’s national bird checklist. The review concluded that Taiwan should have a total of 84 seabird species. Since 2021, the OCA has continued to survey and monitor seabird populations across the country. Starting in 2024, a Tern Conservation Platform has been planned with the aim of enhancing the effectiveness of conservation efforts.
This project will utilize monitoring, surveys, and analyses to improve assessments of marine conservation wildlife, review the list of protected seabird species, and refine the management strategies of the Tern Conservation Platform. It also seeks to strengthen the seabird conservation network by promoting collaboration between local authorities and community-based teams, striving for a win-win outcome in conservation efforts.
In addition, considering the recent avian influenza outbreaks and the high infection risks faced by seabirds due to their large-scale spatiotemporal migrations, the project will carry out related monitoring tasks to address the disease risks brought by global climate change and biological migration.
Moreover, building upon the results of previous OCA seabird projects and this initiative, the project aims to serve as a foundation for future conservation efforts, enhance international exchanges, and thereby highlight Taiwan’s international standing in wildlife conservation.
